Economy Department of the Gomel city Executive Committee
1. Economy Department of the Gomel city Executive Committee (further – management) is independent structural division of the Gomel city Executive Committee (hereinafter the Executive Committee) implementing the state economic policy in the city of Gomel, the coordination of activities in this sphere of managements, departments of the city Executive Committee, departments of the economy of the city district, city organizations and reports to the Deputy Chairman of the Executive Committee on the economy and the economy Committee of the Gomel regional Executive Committee.
2. Management is guided by the Constitution of the Republic of Belarus, other acts of legislation of the Republic of Belarus, decisions of regional and city Executive committees.
3. The office carries out its activities in cooperation with other divisions and offices of the city Executive Committee and administrations of districts of the city, the Gomel city Council of deputies and other organizations.
4. The structure of the Department of Economics includes the following departments:
Department of economic analysis and forecasting;
- the Department of international relations and foreign economic relations;
Department of entrepreneurship;
Department of state property.
5. Management in accordance with its main tasks performs the following functions:
5.1. determines the priority directions for socio-economic development of the city, participates in the development of proposals on formation of state social and economic policy;
5.2. ensures development of forecasts and programs of socio-economic development of the city and coordinates their implementation, making proposals for economic development programs of the region;
5.3. brings in the prescribed manner of economic indicators and data of socio-economic nature to the administrations of the city;
5.4. provides organizational and methodological assistance to administrations of districts of the city, other city authorities in developing programmes of socio-economic development;
5.5. prepares and submits the Gomel city Council of deputies, the Executive Committee materials and draft decisions on socio-economic development of the city;
5.6. analyzes performance and trends of socio-economic development of administrative-territorial units, as well as state and non-state sectors of the economy, highlighting key issues and proposals for their solution;
5.7. prepares opinions on proposals of national and regional state authorities, business structures, the establishment of new and development of existing industries and businesses (associations);
5.8. provides organization development in accordance with the legislation of forecasts, business development plans, business plans for investment projects by the organizations located on the territory of the city;
5.9. considers the established order received in management letters, complaints and statements of citizens;
5.10. participates in the preparation of proposals on formation of the personnel reserve of heads of departments of economy of district administrations, heads of enterprises of municipal ownership of the city;
5.11. coordinates in accordance with the legislation provisions for the Department of Economics of administrations of districts of the city, as well as candidates for the position of heads of departments of economy of the district administrations in the appointment.

The Department of economic analysis and forecasting
The Department of economic analysis and forecasting of management of economy:
- analyzes the financial condition of enterprises of the industrial complex of the city, makes proposals for improving the efficiency of individual enterprises, financial recovery of unprofitable enterprises under the jurisdiction of the city Council;
- provides analysis of activity of enterprises of municipal ownership of the city, in part:
functioning of the information analytical system of monitoring of business planning, verification and adjustment of indicators;
the achievement, reported in the prescribed manner;
- maintains records subordinate to the Executive Committee of organizations that have received state support in the decisions of the President and the government of the Republic of Belarus, local councils of deputies, shall exercise control over the conditions of its provision provides an analysis of the effectiveness of the preferences granted;
- organizes the work of the commissions on issues of economic insolvency (bankruptcy) of enterprises of municipal ownership, control over timely repayment of debts for energy resources, the control of economy and rational use of fuel and energy resources;
- preparing the approval of the Executive Committee about the conduct and timing of preservation, the extension of conservation, carrying out repeated preservation of the property related to fixed assets and privately owned legal entities located on the territory of the city;
- monitors the available unused production areas of industrial enterprises of the city;
- prepare and submit for consideration of the city Executive Committee materials on the organization of the annual competitions between the organizations of all branches and administrative areas of the city.

The Department of international relations and foreign economic relations
The Department of international relations and foreign economic relations of the Department of Economics:
- participates in the establishment and development of international and interregional relations of the city with foreign partners;
- analyze the indicators of foreign economic activity of enterprises of the city, makes proposals for improving the efficiency of individual enterprises;
- ensures the development of proposals for the establishment of export-import policy of the city, as well as providing organizational and methodical support to organizations on issues of foreign economic activity;
- ensures the implementation of state investment policy in the city, including the promotion, attraction and use of foreign and domestic investments, development of measures to attract domestic and foreign investors, foreign technical assistance, creation of joint ventures;
- participates in the development of exhibition and fair activities; assisting organizations in promoting their products in foreign markets;
- provides assistance to business entities of the city of agroindustrial complex of the region.

Department of entrepreneurship Department of economy:
- performs the functions of the registration authority:
coordinates names of commercial and non-commercial organizations in accordance with legislation;
carries out the state registration and liquidation of commercial and non-profit organizations, with the exception of condominiums, cooperatives, and private unitary enterprises established in accordance with the decree of the President of the Republic of Belarus from June 28, 2007 № 302 "On approval of the Regulations on the procedure of creating individual entrepreneur of the private unitary enterprise and its activities" (national register of legal acts of the Republic of Belarus, 2007, No. 159, 1/8700) (hereinafter – legal entity), changes and (or) amendments to their statutes (constituent contracts – for commercial organizations, applicable only on the basis of constituent contracts);
implementing other rights and duties provided to the registering body by legislative acts in connection with state registration, implementation of activities and liquidation of commercial and non-commercial organizations;
represents the interests of the Council in the courts on issues of state registration and liquidation of commercial and non-commercial organizations;
forms part of the Unified state register of legal entities and individual entrepreneurs (hereinafter the usr) for the city of Gomel and submit to the Ministry of justice of the Republic of Belarus data on economic entities for inclusion in the usr and to exclude them from the register;
provide in accordance with legislation the information contained in the unified state register;
interacts with a Republican state administration bodies, other state bodies and other organizations on issues of state registration and liquidation of commercial and non-commercial organizations, as well as state registration of changes and (or) amendments to their statutes (constituent contracts – for commercial organizations acting only on the basis of constituent contracts) using the automated information system "Interaction";
- performs development and implementation of measures for the development of entrepreneurial activities;
- coordinates the activities of departments and divisions of the Executive Committee, organizations of the city to ensure the city and its administrative-territorial units of the state standards for social standards and increase the level of service the city's population;
- provides storage and issuance of forms of labor books (inserts in the work book) to commercial organizations non-state forms of ownership.

Department of state property management of the economy:
- prepares projects of decisions of city Council and city Council for management and disposition of property owned by the city of Gomel, including:
conversion of municipal unitary enterprises in JSC;
privatization of objects of privatization being in the ownership of the city of Gomel, and the alienation of property owned by the city of Gomel;
gratuitous transfer of property owned by the city of Gomel, the property of the Republic of Belarus and the property of other administrative - territorial units and private property;
acceptance of property from the ownership of the Republic of Belarus, the ownership of other administrative-territorial units and private property in the city of Gomel;
identify accounts of balance sheet assets, recognized in the established order, unclaimed inheritance, unclaimed property;
identify accounts of balance sheet residential premises built at the expense of means of the regional and redistributed the funds of the Republican budget;
acceptance of the property of the city of Gomel-residential premises intended for resettlement of citizens from houses slated for demolition in connection with the provision of land for housing construction;
approval of pledge of state property;
the transfer of property to lease, free use, the property for realization of investment project;
transmission owned by the city of Gomel of shares (shares in authorized funds) economic societies in the management bodies of the management Executive Committee and other organizations in accordance with the legislation of the Republic of Belarus;
the appointment of representatives of the state and the opinion of the management bodies of companies;
coordination of positions of representatives of the state in the authorised Fund of the company, transactions involving the alienation of property companies, which in accordance with article 58 of the Law of the Republic of Belarus from December 9, 1992 "On economic companies" (Vedamastsi Varaha the College Respublika Belarus, 1992, no. 35, p. 552; national register of legal acts of the Republic of Belarus, 2006, No. 18, 2/1197) large transactions (except transactions, mentioned in the second part of this paragraph, and sale transactions of society of goods (works, services) of own production), reorganization and liquidation of companies
- preparing the negotiation:
for acceptance of the property of the city of Gomel property owned by the Republic of Belarus, the ownership of other administrative - territorial units and private property;
on disposal of enterprises as property complexes, real estate owned by the Republic of Belarus, the ownership of other administrative-territorial units and private property located in the territory of the city of Gomel;
- developing Plans for the transformation of communal unitary enterprises into JSC and submits them for the approval of the Executive Committee;
- creates and maintains the Unified register of state property in respect of property owned by the city of Gomel, including the passed in gratuitous use of economic societies created in the course of privatization and privatization of objects of state-owned open joint-stock companies created in the process of transformation of municipal unitary enterprises, Republican state-public associations, and also in respect of land plots granted in permanent use of communal legal entities, which property is owned by the city of Gomel;
- keeps records of the contracts of uncompensated use of property owned by the city of Gomel, passed to the gratuitous use of the economic societies created in the course of privatization and privatization of objects of state-owned open joint-stock companies created in the process of transformation of municipal unitary enterprises;
- monitors the progress of plans, schedules (lists) of involvement in the economic turnover of unused or inefficiently used state property;
- analyze the effectiveness of the use and preservation of state assets, including involvement in the economic turnover of unused or inefficiently used assets;
- conduct information and awareness-raising on issues of management of state property, its privatization and transformation of communal unitary enterprises into JSC;
- oversees the establishment of lists of objects of the property of the city of Gomel, owned only by the state and must be counted in accordance with the Law of the Republic of Belarus of 15 July 2010 "On objects that are in state ownership, and activities, the implementation of which is subject to the exclusive right of the state" (national register of legal acts of the Republic of Belarus, 2010, No. 184,2/1721);
- organizes:
valuation of privatization objects and property of communal unitary enterprises being converted into OAO;
the market valuation of property subject to alienation;
- carries out on behalf of the Executive Committee a mandatory examination of the reliability assessment of state property in the cases stipulated by the legislation;
- ensure the established procedure, managing belonging to the city of Gomel shares OAO;
- provides organizational and methodological support of activities of state representatives in the management bodies of JSC whose shares are owned by the city of Gomel;
- makes proposals to the Executive Committee for improving the organization of possessory supervision over the activities of the JSC whose shares are owned by the city of Gomel;
- prepares information for meetings of the working group on inclusion (exclusion) of properties in the list of unused (ineffectively used) capital structures (buildings, constructions), their parts and plots of land (pieces of land) on which they are located, and the exception thereto, in accordance with the resolution of Council of Ministers of the Republic of Belarus from November 6, 2013. No. 957 "On approval of Provision on procedure and conditions of approval of the list of unused (ineffectively used) capital structures (buildings, constructions), their parts and plots of land (pieces of land) on which they are located" (the national legal Internet portal of the Republic of Belarus, 12.11 2013,5/38000);
- conducts promotional activities aimed at informing the General public about the availability and purchase of unused state property;
- responsible for the monitoring and analysis work to engage in economic turnover of unused or inefficiently used real property owned by the city of Gomel.
- organizes meetings of the Commission to engage in economic turnover of unused or inefficiently used state property owned by the city of Gomel.
- prepares meetings of the working group on streamlining of use of real property owned by the city of Gomel, in order to ensure compliance with the requirements of the decree of the President of the Republic of 29 March 2012 № 150 "On some issues of lease and free use of property".
- provides location information about unused properties in the city of Gomel on the website of the Executive Committee.
- monitors the implementation by bodies, carrying out possessory supervision of their management responsibilities belonging to the city of Gomel shares (shares in authorized funds) of companies;
- preparing for submission to the Executive Committee annually no later than may 25, the management report owned by the city of Gomel shares (shares in authorized funds) of companies;
- organizes the work on privatization of privatization objects owned by the city of Gomel, conducts competitions and auctions on sale of objects of privatization;
- organizes exchange owned by the city of Gomel of shares in open joint stock companies created in the process of converting state property for personal privatization cheques "Property";
- performs bookkeeping of the city of Gomel of shares (shares in authorized funds) economic societies;
- collects information, prepares and submits to the order established by legislation of the state statistical and other reporting;
- carries out control over observance of the legislation regulating ownership relations, the decisions of the city Council of the city Executive Committee municipal legal persons;
- takes measures on elimination of irregularities in the use of state property, reimbursement of losses and bringing those responsible to justice.
