1. The construction of housing to citizens entitled to receive state support for housing construction.
1.1. Preferential loans
According to the Decree of the President of the Republic of Belarus dated 06.01.2013, No. 13 "About some questions of provision to citizens of the state support for construction (reconstruction) or acquisition of premises" (hereinafter – Decree No. 13), preferential loans for construction (reconstruction) or acquisition of premises is provided within the funds available for the financing of concessional lending for the year.
The Council of Ministers of the Republic of Belarus from 29.12.2018 No. 987 "About measures on implementation of tasks in 2019 for the construction of houses, the volumes of commissioning and financing the construction of housing and objects of engineering and transport infrastructure in 2020," in 2019 the funding for the construction of residential houses in the city of Gomel with this type of state support is not provided.
Only the loan agreement for the construction of individual residential houses will be continued preferential loans.
1.2.Subsidies for the purchase of residential premises.
According to paragraph 7 of the Resolution of Council of Ministers of the Republic of Belarus of 30 April 2002. No. 555 "On approval of the Regulations on granting to citizens of the Republic of Belarus of disposable subsidies for construction (reconstruction) or acquisition of premises" subsidies are provided by local Executive and administrative bodies within the budgetary funds provided for this purpose.
The decision of the Gomel regional Council of deputies from 28.12.2018, No. 50 "On the regional budget for 2019," the means of providing the citizens of disposable subsidies for construction (reconstruction) or acquisition of premises for the city of Gomel is not scheduled.
Disposable subsidies for construction (reconstruction) or acquisition of premises in 2019. will not be available.
1.3.Subsidies for payment of part of interest for loans and subsidies to the repayment of principal.
Decree of the President of the Republic of Belarus from 04.07.2017, No. 240 "On state support of citizens in the construction (reconstruction) of premises" (hereinafter – Decree № 240) for the citizens consisting on the account in need of better housing and entitled to state support for construction (reconstruction) of premises in accordance with the decree No. 13 provides for a new form of state support in the form of state aid. Government subsidies will be provided for the payment of the interest on the loan for the construction of housing obtained in any commercial Bank, and some categories of citizens to the repayment of principal on such loans (hereinafter - subsidies).
In the city of Gomel with the state support in accordance with the decree No. 240 of the construction of 8 houses:
- 10-storey residential efficiency on the street Barykina – Gomel (1-phase), Gomel (commissioned);
- residential building (position No. 8 on the master plan) as part of the development project in the area Fedyuninskogo street, Gomel (1-phase);
- the apartment house (item No. 9 on the master plan) as part of the development project in the area Fedyuninskogo street, Gomel (1-phase);
- the apartment house (item No. 9 on the master plan) as part of the development project in the area Fedyuninskogo street, Gomel (2nd place);
- residential building (position No. 10 on the master plan) as part of the development project in the area Fedyuninskogo street, Gomel (1-phase);
- residential building (position No. 10 on the master plan) as part of the development project in the area Fedyuninskogo street, Gomel (2nd place);
- 10-storey residential efficiency on the street Barykina – Gomel (2nd place) in the city of Gomel.
- residential building (position No. 8 on the master plan) as part of the development project in the area Fedyuninskogo street, Gomel (2nd place).
The houses are distributed to large families consisting on the account in need of better housing conditions at the place of residence (have a special right to state support for housing) and military personnel consisting on the account in need of better housing conditions at the place of service.
Paragraph 1.16 of the Decree No. 240 of the financing costs related to the provision in accordance with this decree the citizens of grants for payment of interest and subsidies to the repayment of principal, at the expense of the subventions transferred from the Republican budget, consolidated budgets of areas and the budget of Minsk, within the amount of funds for this purpose, approved by the law on Republican budget for the year.
In the process of execution of the Republican budget, the Council of Ministers of the Republic of Belarus is entitled to exercise the reallocation of grants between the consolidated budgets of areas and the budget of Minsk within the limits of their total volume with regard to expected changes in the volume of construction of residential premises with the use of grants in the year.
In the case of increasing funding for housing construction in the Decree № 240 and provide citizens with an extraordinary right to state support, the administration of the city will offer the construction of dwellings to the citizens having the right to use state support for these purposes, in turn.
The administrations of the city of Gomel accept application on granting subsidies for the payment of the interest on the loan (subsidies for payment of part of the interest on the loan and subsidies to the repayment of principal on the loan) granted by banks for construction (reconstruction) of individual houses.
Along with the documents confirming the right to receive this type of state support for decision making required:
- copies of documents confirming availability of the citizen agreed in the established order of project documentation and permission for construction (reconstruction) of residential houses and commercial buildings;
- information on the cost of construction (reconstruction) of single-family houses at current prices, determined on the basis of estimates, on the date of filing of application about granting of grants for payment of the interest (subsidy) (on the date of submission of application for inclusion in the lists to receive subsidies for the payment of the interest (subsidy) issued by the Department of architecture and urban planning of the Gomel city Executive Committee (Proletarskaya St., 43).
The decision on granting of the specified grants is accepted in respect of all the citizens entitled for the state support, carrying out individual housing construction in order of priority.
Granting state support Decree No. 240 for the purchase of residential premises is not provided.

1.4.Financial support for young and large families.
Financial support repayment of debt on commercial loans in accordance with the decree of the President of the Republic of Belarus from 22.11.2007 № 585 "About granting to young families of the state financial support" is provided under agreements concluded before 6 August 2017.
2. Residential premises for commercial use (rental housing)
At 56 apartments-commercial use:
(32 one - bedroom, 24 two – bedroom) in the house No. 33 in district No. 59 in the city of Gomel.
Allocation of apartments will be carried out after input of objects in operation.
Information on the availability of newly constructed (vacant) residential premises for commercial use (location, quantitative and qualitative composition, characteristics, level of improvement, the usage charges) and the maturity period (start date and end date for receipt of applications) for the provision of residential premises for commercial use will be offered by administrations of the city of Gomel and the Gomel city Executive Committee available to review places and on official websites.
After the publication of such information within the deadlines established for filing citizens applications for residential premises to commercial use, citizens need to apply for a passport or other document proving the identity, in the service of "One window" of the district administration of Gomel city according to the territorial location of residential premises for commercial use.
Upon expiry of this period the local Executive and administrative body shall consider statements of citizens about provision of premises of commercial use. In this case the right to receive residential premises for commercial use are citizens consisting on the account in need of better housing conditions in order of priority based on the date of the statement of citizens on the account in need of better housing conditions.
3. Construction of dwellings for social use
In the city carried out the construction of 100-apartment house No. 20, block 96 with the premises of social use. Tentative date of commissioning – 4th quarter 2019.
All apartments are one-bedroom. Will be distributed to persons from among children-orphans and children left without parental care.
With 01.03.2016 dwelling of social use of public housing to orphans and children left without parental care, in respect of which the decision of emancipation or who have married, and persons from among children-orphans and children left without parental care, are provided in a one-room apartment. The tenancy agreement social use of the public housing stock with them is for five years.
Within five years from the date of conclusion of fixed-term contracts hiring of premises of social use to citizens of the specified category is an extraordinary right to receive state support in the framework of the decree of the President of the Republic of Belarus of July 4, 2017 No. 240 "On state support of citizens in the construction (reconstruction) of premises" in the form of subsidies for payment of part of the interest in amount of refinancing rate of the National Bank increased by 2 percentage points, but not more than the interest rate on the loan established by the loan agreement, as well as subsidies to the repayment of principal in the amount of 50% of the principal amount of the loan.
At the expiration of the term of the tenancy agreement social use of this dwelling to be included in the composition of the residential premises for commercial use (rental housing) by the decision of local Executive and administrative body. Citizens residing in the same dwelling, a contract tenancy commercial use of public housing stock in the manner and on the terms defined by the law.
BACKGROUND: the Tenant of rental housing pays for the use of residential premises and utility services.
The tenancy agreement for rental housing is for a term not exceeding five years.
4. The citizens consisting on the account in need of better housing conditions, have the right to:
- to receive residential premises for commercial use of public housing;
- at the conclusion of the contract of creating objects of shared construction in the construction of residential premises in an apartment house with limited profit of the customer;
- at the conclusion of the contract of creating objects of shared construction in the construction of residential premises in an apartment house without a restricted profit of the customer. This compensation local budget the cost of premises for relocation of citizens from houses slated for demolition in connection with the provision of land for housing is not included in the list of expenses of the Builder.
- for property tax deduction in accordance with article 211 of the Tax code of the Republic of Belarus.
5. To improve the living conditions of the citizens can contact organizations engaged in the construction of dwellings on a commercial basis for the contract of creation of object of share building.
